COL Janice H. Chen
Director, Capabilities Development and Integration Directorate
COL Janice H. Chen was born in Kansas, raised in New Jersey, graduated from Cornell University with a Baccaleaureate in Operations Research and Industrial Engineering and was commissioned in the Air Defense Artillery Branch through the Cornell University U.S. Army ROTC program. She currently serves as the Director for the Fires Center of Excellence (FCoE) Capabilities Development and Integration Directorate (CDID).

From August 2016 to May 2018, she commanded the 31st Air Defense Artillery Brigade at Fort Sill, Oklahoma, assigned to the 32d Army Air and Missile Defense Command, of U.S. Forces Command and consisting of three (3) ADA Battalions, 4-3 ADA BN (Patriot), 3-2 ADA BN (Patriot) and 5-5 ADA (Counter Rockets Artillery and Mortar (C-RAM)). During this time, 31st ADA BDE served as the inaugural FORSCOM C-RAM Certification Authority for all forces preparing to deploy to execute the C-RAM mission, restationed 5-5 ADA from Joint Base Lewis- McChord, supported Saber Guardian 2017 in Romania in conjunction with the HQ’s Culminating Training Event ahead of its 9 month Global Response Force Mission, and followed by preparation to deploy to the CENTCOM AOR.

COL Chen served in several leadership and staff positions to include: Chief of the Air and Missile Defense Division (C/J38) for the Combined Force Command and U.S. Forces Korea (2014-2016), Deputy Executive Assistant to the Vice Chairman of the Joint Chiefs of Staff (2011-2013), Joint Staff J-5 Missile Defense Policy Chief (2010-2011) and Battalion Commander of the 1st Battalion (Patriot), 43rd Air Defense Artillery (2008-2010) (11th Air Defense Brigade) deployed to Kuwait and Qatar. She served as the Branch Chief of Joint Studies and Analysis at the Joint Staff J8 Joint Integrated Air and Missile Defense Organization (JIAMDO) (2006-2008), Battalion Executive Officer and Operations Officer for 2d Battalion (Patriot), 1st Air Defense Artillery (35th Air Defense Artillery Brigade) which re-stationed from Fort Bliss, TX to Gwangju, Korea (2004-2006) and Deputy Chief of Active Defense, 32d Army Air and Missile Defense Command, Fort Bliss, TX (2003-2004), PAC-3 System Requirements Officer for Air Defense Artillery Directorate of Combat Developments (2000-2002).

Company grade assignments include PAC-3 System Requirements Officer at the ADA Directorate of Combat Developments (Fort Bliss, TX), Patriot Fire Direction Section OIC and Firing Battery Commander (5-7 ADA, Germany), and HAWK System Maintenance Platoon Leader/Assault Fire Platoon Leader (1-52 ADA, Fort Lewis, WA).

She has a Baccalaureate in Science in Operations Research and Industrial Engineering from Cornell University, a Masters in Business Administration from Liberty University, and a Masters in Strategic Studies from the U.S. Army War College. Her military education includes U.S. Army War College (National Security Policy Program), Joint Forces Staff College, and U.S. Army Command and General Staff College.

Her overseas operational / strategic experiences include Korea, Germany, Israel, Turkey, Spain, Saudi Arabia, Qatar, United Arab Emirates, Kuwait, and Romania. Her credited joint assignments and experience spans seven (7) years with the JCS J8 / Joint Integrated Air and Missile Defense Organization (JIAMDO), JCS J5 Missile Defense Policy, Deputy Executive Assistant to the VCJCS, and as Ballistic Missile Defense Chief for Combined Force Command/U.S. Forces Korea.

Decorations include the Legion of Merit, Department of State Superior Honor Award, two awards of the Defense Superior Service Medal, the Defense Meritorious Service Medal, the Bronze Star Medal, three awards of the Army Meritorious Service Medal, and the Air Force Commendation Medal.
