Colonel Stoutenborough enlisted on 23 September 1993 and graduated recruit training at MCRD San Diego. Following Financial Management School, Colonel Stoutenborough served as a Disbursing Clerk in 3d Force Service Support Group in Okinawa. Through the Enlisted Commissioning Program, he was commissioned in 1995.

Upon completion of The Basic School, Col Stoutenborough attended Field Artillery Basic Officers Course at Ft. Sill, OK. In 1996, Col Stoutenborough was assigned to Battery C, 1st Bn, 12th Marines where he served as a Forward Observer, Fire Direction Officer, Assistant Battery XO, and Battalion S-4. This tour included a deployment to 3d Bn, 12th Marines in support of the Unit Deployment Program. In 1999, Col Stoutenborough was assigned to Marine Barracks, 8th and I where he served until 2002 as 1st Platoon Commander and Company Commander, United States Naval Academy Company. After graduating from the Field Artillery Captains Career Course at Fort Sill, OK in 2002, Col Stoutenborough was assigned as the Inspector-Instructor for Battery D, 2nd Bn, 14th Marines in El Paso, TX. During this tour, he deployed as part of 2d MP Bn, CLR-25 in support of Operation IRAQI FREEDOM (OIF). Upon returning from his deployment in 2005, Col Stoutenborough was assigned to 11th Marine Regiment where he served until 2009 as the Battalion XO for 2nd Battalion, 11th Marines, the Commanding Officer, HQ Battery, 11th Marines, and the Assistant Operations Officer for both 5th Marine Regiment and 11th Marine Regiment. This tour included a tour as a Military Transition Team Advisor for an Iraqi Army Brigade in Al Qaim in support of OIF and as the Iraqi Security Forces Coordinator with Regimental Combat Team-5 in support of OIF.

Upon completion of the Marine Corps Command and Staff College in 2010, Col Stoutenborough was assigned to the Expeditionary Warfare School where he served as a Faculty Advisor and MAGTF Operations Division Head. In 2012, Col Stoutenborough was assigned to II Marine Expeditionary Force (MEF), where he served as the Targeting Officer for II MEF (FWD) in support of Operation ENDURING FREEDOM (OEF). Upon returning from deployment in 2013, Col Stoutenborough took command of 2d Bn, 10th Marines. In 2015, he was assigned to the Marine Corps Command and Staff College where he served as a Faculty Advisor and Department Head and was a recipient of the Dr. Elihu Rose Award for teaching excellence. Upon graduating the Joint Advanced Warfighting School (JAWS) in 2018, and earning the 0505 MOS, he was assigned to USINDOPACOM where he served as the Joint Fires Chief until 2020. In 2020, he was again assigned to the Marine Corps Command and Staff College where he served as the Warfighting Department Head before transferring to III MEF in 2021 to serve as the G-35 Future Operations Officer. In June 2022, he was assigned as the III MEF AC/S G-9 where he established the Staff Directorate to supervise Force Design, Defense Policy Review Initiative, and capabilities integration activities.

Col Stoutenborough holds a BA in Marketing, an MA in Management, an MA in Military Studies, and an MA in Joint Campaign Planning and Strategy

Lieutenant Colonel Steinhorst graduated from of the University of Idaho in 2005 with a Public Administration Masters and BA in History. The following year, through the Officer Candidate Course he received a commission in the United States Marine Corps.

Upon completion of The Basic School, Lieutenant Colonel Steinhorst attended Field Artillery Basic Officers Course at Ft. Sill, Oklahoma in 2006 and achieved the Military Occupational Specialty of Field Artillery Officer. In 2006, Lieutenant Colonel Steinhorst was assigned to 1st Bn, 12th Marine Regiment, 3d Marine Division aboard Kaneohe Bay Hawaii, where he served as a Forward Observer and Platoon Commander for Battery C, and Battery XO for Battery A. During his time with 1st Bn, 12th Marines, Lieutenant Colonel Steinhorst deployed to Iraq in support of Operation Iraqi Freedom.

Following his time in Hawaii, Lieutenant Colonel Steinhorst was assigned to 2d Tank Battalion 2d Marine Division in Camp Lejeune North Carolina in 2010. There he served as the Fire Support Coordinator for the Battalion. In 2011, Lieutenant Colonel Steinhorst deployed out of the Battalion as an Individual Augment to work for ISAF Joint Command in support Operation Enduring Freedom in Kabul Afghanistan. Upon returning from Afghanistan, Lieutenant Colonel Steinhorst resumed his duties as Fire Support Coordinator for 2d Tank Battalion.

In 2013, Lieutenant Colonel Steinhorst was assigned to 1st Battalion, 10th Marine Regiment, 2d Marine Division. Where he assumed the duties as the Assistant Logistics Officer/Logistics Officer for the Battalion. In the Spring of 2014, Lieutenant Colonel Steinhorst assumed the duties of Commanding Officer Battery A, 1st Battalion 10th Marine Regiment. In the Spring of 2015, Lieutenant Colonel Steinhorst relinquished command of Battery A and assumed the billet of Battalion Operations Officer. In the Fall of 2015, Lieutenant Colonel Steinhorst assumed command of an experimental Combined Arms Company under 1st Battalion, 8th Marine Regiment in support of U.S. Marine Corps Forces, Europe and Africa operational rotation to the Black Sea Area of Responsibility. Lieutenant Colonel Steinhorst served in the capacity until the summer of 2016.

In the Summer of 2016 Lieutenant Colonel Steinhorst reported for duty as Naval Surface Fires Branch Head at Expeditionary Warfare Training Group- Pacific, Naval Amphibious Base Coronado California. There he supervised the Naval Gunfire training for 3d and 7th Fleet ships., as well as instruction and certification of Supporting Arms Coordination Centers aboard 11th, 13th, 15th, and 31st Marine Expeditionary Units. In the Fall of 2018 Lieutenant Colonel Steinhorst was selected to attend Marine Corps Command and Staff College in the summer of 2019.

Following a successful completion of Marine Corps Command and Staff in summer of 2020, Lieutenant Colonel Steinhorst reported for duty as the Battalion Logistics Officer to 3d Battalion, 12th Marine Regiment, 3d Marine Division aboard Camp Hansen Okinawa Japan. In spring of 2021, Lieutenant Colonel Steinhorst assumed the duties of Battalion Executive Officer for 3d Battalion, 12th Marine Regiment. In Spring of 2022, Lieutenant Colonel Steinhorst assumed the duties of Fire Support Coordinator, 12th Marine Regiment.

Upon receiving orders in 2023, Lieutenant Colonel Steinhorst transferred to his current billet as Executive Officer Marine Detachment- Fort Sill.

Throughout his career, Sergeant Major Studer has been assigned numerous duties to include: Howitzer Section Chief; Guns Platoon Sergeant; Battery Gunnery Sergeant; Instructor; Battery First Sergeant; Company First Sergeant; Battalion and Group Sergeant Major.

His previous tour as a Sergeant Major was with Marine Tactical Electronic Warfare Squadron 2.

He has been assigned to the following units: Lima Battery 3rd Battalion, 10th Marines; Marine Detachment Fort Sill, Oklahoma; 1st Radio Battalion; 3D Maintenance Battalion; Marine Tactical Electronic Warfare Squadron 2; Marine Corps Security Cooperation Group; Fleet Marine Forces Atlantic, Marine Corps Forces Command, Marine Corps Northern Command Headquarters and Service Battalion.

He has deployed to various places with the 22nd and 26th MEUs; to Afghanistan for 12.2 in support of Operation Enduring Freedom; and numerous deployments to Iraq in support of Operation Iraqi Freedom.

His personal awards include the Meritorious Service Medal with 1 gold star; Navy and Marine Corps Commendation Medal with 2 gold stars; Navy and Marine Corps Achievement Medal with V and 2 gold stars; Combat Action Ribbon with 1 gold star.

He is currently married to the former Kelly D. Williams of Coats, NC. He and his wife Kelly have three daughters Logan, Taylor and Caitlin.
